Does anyone know what the Huge sculpture/statue type thing of an eye in North Dakota is?

Its on Highway 94, im not sure what area though, i just remember seeing it,..

you drive up the driveway, which is lined with fake black birds on posts, and then the huge eye is standing at the top of the cliff and theres fake black birds all over it.

It is part of the "Enchanted Highway", which runs south from that sculupture. The statue you are refering to is not an "eye", it is the sun going down with geese flying around it.Does anyone know what the Huge sculpture/statue type thing of an eye in North Dakota is?
