To purchase an "Eye of the North" item, do i have to have the "Eye of the North" expansion to do so?

I want to get a droknar's flatbow however i don't have the eye of the north expansion. Is this possible?To purchase an "Eye of the North" item, do i have to have the "Eye of the North" expansion to do so?
